Alterations to the Public Entertainment Licence procedure in Glasgow are being criticised by members of the arts community. The changes, detailed in the Criminal Justice and Licensing (Scotland) Act 2010, were due to come into force on 1 April but have been placed on hold for six months whilst Glasgow City Council reviews the effects. The new rules would require all premises putting on exhibitions, shows and performances to obtain a licence, with prices ranging up to £750, even if the event itself is free. The effects of the changes aren’t limited to Glasgow, however, and other campaigns have sprung up across Scotland, including in Edinburgh. See Kirstin Innes’ opinion piece on page 10 for an event organiser’s view on the changes. For updates and information on public meetings see facebook.com/scrapartstax. There’s a public meeting in Edinburgh on Thu 1 Mar at Out of the Blue Drill Hall, 7pm, to discuss the Edinburgh issue with council representatives.
