‘Up until now, any conferences about 1992 have been about the great opportunities that everyone is going to get. We‘ve had the PR, but the whole issue of how it will aftect black people and civil liberties has never been addressed in Scotland.‘

80 say the organisers of ‘1992 Communities 0f Resistance‘, a conference about the implications to racial minorities in Scotland at Britain‘s entry into the Single European Market. The aim of the conference, to be held in Edinburgh next Saturday, is ‘to link in with groups throughout Britain and the rest of Europe who are working on the same issues, so that we have a coherent, Europe-wide anti-racist strategy.‘

Among the direct concerns to racial minorities are the tightening of Europe’s external borders against non~EC nationals (especially blacks);

the replacement of national border

controls with internal immigration

controls, (with a resulting increase in

security checks in all areas of life); the

withdrawal of civil rights (Britain is currently the only EC country with race

. relations legislation however

imperfect): the creation of a pool of ‘guest workers‘ with few or no rights; and the encouragement of current trends in fascism and xenophobia.

But there is a strong feeling among the conference‘s organisers that an increase in racial vetting will allow for an erosion of civil rights across the board. ‘History gives you lessons. For example, student fees started off with overseas students paying £80: now everyone's paying; and legislation to do with terrorism has started to go beyond a certain group. Once the principle is accepted it tends to go beyond that point.‘
