Robin Harper may be Green but he‘s not naive. ‘We don’t expect to take power suddenly,‘ he says. ‘Obviously, we‘ve no experience of government -even at a local level - butlhese things do build up gradually. People could quite easily elect Green Party local councillors.‘ As the Green Party’s candidate for the European elections, he‘s used to stating his case, and has been doing so at over 35 inlormal discussions throughoutthe Lothians (see listings lorTue 9, Wed 10 and Thurs 11).
The popular notion that the Greens could not handle the non-environmental elements of government cannot be entirely scotched until such time as they get the chance to try, but Harper says they have ‘policies on just about anything you can name.‘ And when you think about it, there aren’t many things which don‘t affect the environment in one way oranother.
Green economic strategy is geared to low energy use or ‘solt energy‘. Computer models predict a potential saving 0150—90 per cent on current usage, without reductions in power. One example is the Japanese steel industry, which is 49 per cent more efficient than its American counterpart. ‘That‘s not “little nips working lor no wages",‘ says Harper, ‘it‘s just that they’ve invested in research on more efficient ways of producing power.‘
Since pollution is automatically cut by energy savings, it is a secondary
issue, but 1992 offers a chance for E.E.c. environmentalists to pressurlse the ‘dirty old man 01 Europe’ to mend his ways: Britain is now the only country, for example, which pumps sewage — raw or treated - in to the sea. As has been well publicised, domestic water pollution has also reached an intolerable level. These things are not inevitable, but caused by a short-sighted economy.
German tape and battery firm BASF, for example, has developed a system to purify waste products by reclaiming valuable (and highly toxic) chemicals such as cadmium, and can cheaply return water to its original purity.
Electing your Green Party candidate will not avert ecological catastrophe overnight. ‘How I retain my optimism I don‘t know,‘ coniesses Harper. But there is, as he says, ‘a lot of ocean, a lot at air and a lot of land‘ and much of it can still be saved. ‘You just have to say,‘ he concludes, ‘you‘ve got to do something.‘ (Andrew Burnet)
